It was originally semi-annual, but switched to annual beginning with the 6th volume. Currently, the program is suspended, as TOKYOPOP is not accepting any submissions at this time.[1]\n\nEach issue represents the results of a contest, in which aspiring comic book artists from all over the U.S. each submit a 15-20 page one-shot comic. Tokyopop staff select the best entry in each genre category (Comedy, Action, Mystery, Romance, Drama, Sci-Fi, Fantasy and Horror) to publish in the anthology. Each winner is awarded a $1000 prize. In addition, a People's Choice winner is decided from around 20 entries by votes from online viewers or users of the Toykopop website. The People's Choice winner is awarded $500 and is published in the anthology as well (although a genre winner may also be the People's Choice winner). Before the seventh RSoM competition (in 2007), the staff of TOKYOPOP picked one grand-prize winner, a Second and a Third prize winner, and eight runners-up with no distinctions in genre.\n\nFor more info on oneshots and authors featured, see here.","published":{"start_date":"2002-01-01","end_date":null,"start_date_is_estimated":true,"end_date_is_estimated":null},"status":"completed","is_licensed":true,"content_rating":"safe","type":"oel","original_language":"en","rating":60.9,"popularity":{"global":{"current":136295,"history":{"1d":136171,"1w":135780,"1mo":135527,"3mo":134899,"6mo":114334,"1y":90074}},"type":{"current":953,"history":{"1d":951,"1w":946,"1mo":951,"3mo":883,"6mo":859,"1y":107}}},"last_updated_at":"2026-10-12T22:03:54.277Z","source":{"anilist":{"id":null,"rating":null,"rating_normalized":null},"anime_planet":{"id":null,"rating":null,"rating_normalized":null},"anime_news_network":{"id":3402,"rating":null,"rating_normalized":null},"kitsu":{"id":null,"rating":null,"rating_normalized":null},"manga_updates":{"id":"ph4o9ff","rating":6.09,"rating_normalized":61},"my_anime_list":{"id":null,"rating":null,"rating_normalized":null},"shikimori":{"id":null,"rating":null,"rating_normalized":null}},"publishers":[{"id":24,"name":"TOKYOPOP","canonical_url":"https://mangabaka.org/publisher/24/TOKYOPOP","language":"en","note":null},{"id":24,"name":"TOKYOPOP","canonical_url":"https://mangabaka.org/publisher/24/TOKYOPOP","language":"en","note":null}],"rating_count":5,"final_volume":8,"total_chapters":null,"titles":[{"language":"en","traits":["official"],"title":"The Rising Stars of Manga","is_primary":true}],"cover":{"raw":"https://cdn.mangaupdates.com/image/i77694.jpg","x150":"https://cdn.mangabaka.dev/imgproxy/plain/x150@1/aHR0cHM6Ly9jZG4ubWFuZ2F1cGRhdGVzLmNvbS9pbWFnZS9pNzc2OTQuanBn","x250":"https://cdn.mangabaka.dev/imgproxy/plain/x250@1/aHR0cHM6Ly9jZG4ubWFuZ2F1cGRhdGVzLmNvbS9pbWFnZS9pNzc2OTQuanBn","x350":"https://cdn.mangabaka.dev/imgproxy/plain/x350@1/aHR0cHM6Ly9jZG4ubWFuZ2F1cGRhdGVzLmNvbS9pbWFnZS9pNzc2OTQuanBn","blurhash":"|TKdG3T20hpLpKRlR;N$XU;Kn#%1NHoyozXTW=ba+^f5ovW?WUoHngW-ob-NX8a%sloHkWf,NIRjR6NeRpn#xpozS1oJt6R8kVt6RjR+f9jIofj[IWoet7aeWBWYWXi_jsspR*V]s.kCRkj?bbbH%1WnRiogWYRjjujHa$","width":160,"height":238},"anime":{"exists":false,"start":null,"end":null}}}
